OptiProcure.com is a purchasing tool that enables companies to advertise on the web and to carry out a purchase order by reverse web auction (eRA).

To advertise and to curry out a tendering through reverse web auction on OptiProcure.com portal, is new and copyright protected process which lets to carry out an auction for precisely specified goods or services, following the principle »the bidder offering the lowest price gets the business«.

OptiProcure.com web application does not require that companies which are tendering have to invest into their hardware or to adjust it. Entire tendering process is electronic, on the portal over the application that is simple to use, so for a buyer as for a bidder. All intellectual properties rights related to OptiProcure.com web application are exclusively the ownership of the company OptiProcure d.o.o.

Managing and marketing OptiProcure.com application is done by OptiProcure d.o.o.


GOAL AND PURPOSE

The goal to post on the web portal and to carry out a tendering to purchase goods or services through reverse auction process, is to lower investment expenses or purchasing costs with no risk to get lower quality or to bear additional costs.

The benefits for companies are the access to competitive prices and new market and as well, to shorten purchasing/selling time.

The principles of transparency, equality and perfect competition are applied to all bidders.

Reverse auction can decrease purchasing costs between 10 % and 40 %.


REVERSE AUCTION PROCEDURE

Bidders (suppliers) compete among them by lowering the price, i.e the same concept is followed like at »classic« auction with exception that the price is not increasing but is decreasing – from here the term »reverse auction«. For all tenders the only criterion to get the business is the price.

The application makes possible that a buyer (a client) develops independently the content of entire tender including the conditions which a bidder has to meet (for instance: financial requirements, guarantees, certificates).

A buyer and bidders are concealed under codes to assure anonymity between a buyer and a bidder as well among bidders that compete. Initial price that is set by a buyer and all furthermore reduced prices by bidders, are made public. Bidders are competing until the auction is closed.


REVERSE AUCTION TENDER PROCEDURE

A buyer (the company that advertises a tender) has to register itself on the portal. The administrator of the portal scrutinizes company's data and approves the registration.

A buyer develops tender documentation and submits electronic request to post it on the portal – Request for Quotation/Invitation to Bid (RFQ/ITB). The administrator of the portal scrutinizes tender documentation and approves the posting of a tender.

Bidders are signing up for tendering following the same steps as a buyer. The administrator of the portal examines; first company's data (and approves the registration), next if submitted bid corresponds to tender's criteria (and approves a bid).

Bidders can sign up for tendering until auction starting date which is set by a buyer. In the course of the auction, bidders compete by lowering the price.

The bidder offering the lowest price gets the business, other bidders are informed regarding the outcome of the tendering.


WHAT THE APPLICATION ENABLES TO A USER

A. Developing a tender using the application, a buyer can on the portal generate independently:

- starting and closing date of the auction, currency, goods or services as per NICE classification,

- e-mail addresses of bidders, a buyer wants to invite to bid,

- certificates which have to be submitted by bidders (for instance: guarantees, statements, references),

- buyer's company business data which will be on display to bidders (for instance: the number of employees, the income during the past year),

- values to validate bidders' business data which have to be met by bidders to be able to participate at the bidding (for instance: minimal values related to the number of employees, minimal income during the past year),

- initial price which can be defined as (1) a lump sum or (2) the price per each item, that is per measurement unit when the cost is defined per measurement unit and by actually delivered quantities,

- the way to advertise a tender; (1) on the web page of OptiProcure.com, or (2) on a web link.

B. Application is multilingual and facilitates international participation. A buyer decides which language of a tender to use. At present, a buyer can select English or Slovene. A tender can be bilingual.

C. Assistance to search for potential bidders from domestic or international environment – creating a market.

D. Application is developed to automatically supervise the process of tendering and when an error occurs, the application notifies users and the administrator.


CONDITIONS FOR SUCCESSFULLY EXECUTED TENDER THROUGH REVERSE AUCTION PROCESS

A. Tender documentation has to be put together correctly, precisely and all components have to contain all technical and/or physics criteria the way it is possible to explain them unambiguously.

B. Tender documentation has to contain exactly determinant business data of bidders the way a buyer reduces the risk factor related to the quality and to the standard of ordered goods or services (for instance: references, the turnover per year, the legal form of the company, the number of employees).

C. Tender documentation has to contain exactly determinant business data of a buyer the way the bidder reduces the risk factor for seriousness of an order (for instance: references, credit ratings, the turnover per year, the number of employees).

D. In the tender documentation a buyer has to request certificates to reduce the risk factor related to the quality and to the standard of ordered goods or services and seriousness of the bid (for instance: guarantees, statements, confirmations, certificates).

E. Tender documentation has to be developed the way that selection criteria for the most competitive bidder are expressed only by one criterion – the price.

F. Tender documentation developed as said, makes it impossible a buyer would tender without real intention to enter into a contract with the most competitive bidder.

G. Additional service offered by OptiProcure d.o.o. is the assistance to develop tender documentation suited to be posted on the portal. Tender documentation that is not developed correctly presents high risk for a buyer since, it has negative effect on successful implementation of the reverse auction.
